To use the title, open the 'Tools' menu, select 'Titles and Credits', and click on 'Title on the selected clip'. Under the list of one line titles, you will see two titles: 'Camcorder Overlay (16:9)' and 'Camcorder Overlay (4:3)'.

Go to 'Tools' > 'Titles and Credits' > 'Title on the selected clip'.
Click on 'change the title animation'.
